For years, governors have 'borrowed' high-level workers from other executive branch departments to avoid the appearance of padding their own personal staffs.
In a letter to legislative budget leaders last week, the Republican governor's Department of Finance announced that Schwarzenegger would end this practice and own up to the true size of his operation.
On paper, the move means the governor's staff will go from about 60 to 185. The budget will triple, from $6 million to $18 million."
